Luck be a lady

Do you think J. Edgar Hoover was a homo and liked to dress up like a lady? Wikipedia, a somewhat unreliable source in my mind, has statements both pro and con - what do you think?

Is this just gossip or is it pretty much a given that this is indeed true?
