This happy hour summary page, from the Downtown Journal, is flippin' awesome - they literally surveyed every DT bar to find out happy hour, and at the bottom have listed those that either don't have HH or didn't respond. I love their dedication to seeking out ALL happy hours. Beware it is a year old list, but as Adam Sandler would say, not too shabby.

Strangely, there's no listing for DT St. Paul, oh wait, the city turns off at 5pm.
